Professor Carver teaches and researches in the areas of Canadian constitutional, administrative and immigration law, and in disability studies and mental health law. He is a member of the Board of the Centre for Constitutional Studies. Prior to coming to the University of Alberta, Professor Carver served as a member of the federal Immigration and Refugee Board and practiced law in British Columbia. His most recent publications include the Chapter "Sections 7 and 15(1) of the Charter and Access to the PUblic Purse: Evolution in the Law?"
